A
stakeholder briefing by the constitution review implementation commission
(CRIC) was held in Ho on Tuesday 24th June 2014 on the
recommendations for amendments of the constitution with some participants
calling for the decoupling of the upcoming referendum from the district
assembly elections.
According
to
the participants, the district assembly elections have been noted for a
low
turnout with a highest turn out ever being 40% in 2006. One of the
participants
Harrison Kofi Belley who is the Executive Director Of Institute For
Democracy Education; a Governance Think Tank in the Volta region and a
former Communication Director of National Commission for Civic
Education(NCCE) argued that
coupling the referendum with the district assembly elections would
obviously
result into a low turnout. He also called for an intensified education
into the
referendum
Professor
Emmanuel V.O Dankwa, Chairman of the Constitution Review Commission (CRIC) said
that very soon Ghanaians would be called upon to decide in a referendum on the three
critical reviews of portions of the 1992 constitution which include abolition
of the death penalty, declaration of war by the President and a President being
sworn into office before parliament by the chief Justice.
